To safeguard consumers, the Central Drugs Standards Control Organization (CDSCO), the central licensing authority, regulates the manufacture and import of cosmetics in India.
The Government of India has made it mandatory for all cosmetic manufacturers and importers to obtain a valid license. This ensures that only safe and standard-quality cosmetic products enter the Indian market.
The Central Drugs Standards Control Organization (CDSCO) operates under the Ministry of Health and Family Welfare. It oversees the regulation of drugs, cosmetics, medical devices, and more. The Drugs Controller General of India (DCGI) issues licenses for cosmetics, ensuring that only compliant and safe products are approved for use. CDSCO’s primary mission is to protect and promote public health.
According to the Drugs and Cosmetics Act, 1940, cosmetics include any product intended to be applied on the human body for cleansing, beautifying, or altering appearance, as well as components used in cosmetic products.
Applications for import registration are filed online through the SUGAM Portal in Form COS-1, along with the required documents and fees. Labels and packaging must also comply with the Cosmetic Rules, 2020.
