Scheme X is a BIS product certification framework introduced to ensure machinery, electrical equipment, and related components meet strict safety and quality standards. Introduction of "Scheme X"

The Bureau of Indian Standards (BIS) introduced Scheme X on March 16, 2022, with the aim of enabling both Indian and foreign manufacturers to obtain BIS certification for assemblies, sub-assemblies, and machine tools listed under Schedule-II before selling them in the Indian market.

Under this framework, BIS grants manufacturers a License or Certificate of Conformity (CoC) for products such as low-voltage switchgear, control gear, machinery, and electrical equipment. Certified manufacturers are then authorized to use the BIS Standard Mark on their products.

Products covered under Scheme X meet the applicable Indian standards and government regulations, thereby ensuring consumer trust and safety.

Scheme X Certification

Scheme X is a product certification scheme established under the BIS Conformity Assessment Regulations, 2018, and later updated through the BIS Conformity Assessment (Amendment) Regulations, 2022. Its key purpose is to harmonize Indian safety standards with global practices.

Through this scheme, machinery and electrical equipment manufactured in or imported into India are certified to comply with strict technical and safety requirements, giving both businesses and consumers confidence in product quality.

Scope of Scheme X Certification

The “Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024”, issued by the Ministry of Heavy Industries and implemented by BIS, will take effect on August 28, 2025. This order applies to a wide range of products including:

Pumps for handling liquids

Compressors

Cranes

Rotary electrical machines

Transformers

Switchgear

Under this framework, machinery, electrical equipment, assemblies, sub-assemblies, and components governed by Section 16 of the BIS Act, 2016 are not exempt from conformity assessment.

In addition, Scheme X covers construction equipment falling under the CMVR Rules, 1989 as notified by the Ministry of Road Transport and Highways (MoRTH). This special conformity assessment system ensures that high-risk and technically complex products meet rigorous safety and performance standards.
