Introduction

The Legal Metrology Packaged Commodities (LMPC) Certificate is a mandatory approval issued under the Legal Metrology Act, 2009 by the Department of Consumer Affairs, Government of India. It is required for importers, manufacturers, and packers of pre-packaged goods sold in India. The aim of LMPC is to ensure that consumers receive accurate information regarding weight, quantity, and price, and to maintain fair trade practices in the market.

Any business that imports or manufactures packaged goods like electronics, cosmetics, food, household items, machinery parts, etc. must obtain an LMPC Certificate before selling or distributing them in India. Without LMPC registration, clearance of imported goods at customs is not possible.

Process of LMPC Registration

Application Submission

  • The applicant (importer, manufacturer, or packer) submits the LMPC application to the Legal Metrology Department of the state or central authority.

Verification of Business Details

  • Authorities verify details about the applicant’s business, type of packaged commodity, labeling, and compliance with packaging rules.

Inspection (if applicable)

  • In some cases, the department may conduct a physical inspection of packaging premises or imported goods.

Approval & Certificate Issuance

  • Once documents are verified, the LMPC Certificate is issued, usually within 7–15 working days.

Documents Required for LMPC Registration

  1. Application form in prescribed format
  2. Import-Export Code (IEC) Certificate (for importers)
  3. GST Registration Certificate
  4. PAN Card of the business or applicant
  5. Certificate of Incorporation / Partnership Deed / Shop & Establishment License
  6. Address proof of the business premises
  7. Copy of Packaging Labels (showing MRP, net quantity, manufacturer/importer details)
  8. Authorization letter (if application is filed through an agent/consultant)
