Introduction

BIS Registration is the process of obtaining a license from the Bureau of Indian Standards (BIS) for any product that conforms to the applicable Indian Standards. BIS, established under the Bureau of Indian Standards Act, 2016 and operating under the Ministry of Consumer Affairs, Food & Public Distribution, Government of India, is the National Standards Body of India.

BIS undertakes several activities such as standards formulation, product certification, testing, hallmarking, laboratory services, calibration schemes, and training services. A BIS license serves as third-party assurance of a product’s quality, safety, and reliability.

The Bureau of Indian Standards grants licenses to manufacturers for products covered under mandatory or voluntary certification schemes. Once a license is obtained, manufacturers can display the BIS Standard Mark on their products. While BIS registration is voluntary for many products, the Indian government has made it mandatory for specific products to protect public health, the environment, national security, and consumer interests while preventing unfair trade practices.

BIS Registration plays a vital role, especially for electronics and IT products, where compliance with Indian quality control standards is necessary. This section provides complete details about BIS Registration under the Compulsory Registration Scheme (CRS), along with its requirements, procedures, and timelines.

Compulsory Registration Scheme (CRS)

The Compulsory Registration Scheme (CRS) was introduced in 2012 by the Department of Electronics and Information Technology (DeitY), in collaboration with BIS, to protect Indian consumers from counterfeit and substandard products.

As per the scheme, a BIS license is mandatory for electronics and IT products before they can be manufactured, sold, imported, or distributed in the Indian market.

The Ministry also issued Compulsory Registration Orders, which clearly state that no person shall manufacture, sell, store, import, or distribute goods that do not comply with Indian Standards and do not carry the Standard Mark with a unique registration number.

Under CRS, BIS issues a BIS Registration Certificate to manufacturers, allowing them to use the Standard Mark with a unique registration number on their products. This registration is based on the manufacturer’s self-declaration of conformity with Indian Standards, backed by BIS verification.

The BIS license ensures consumers that products are tested, certified, and safe to use, while also meeting the quality standards mandated by law. For electronic products, the BIS License is governed by Scheme II of Schedule II under the BIS (Conformity Assessment) Regulations, 2018.
